1 car length for every 10 miles per hour is the rule.

Not always enough. Think about 5 car lengths at 50 mph: at 18 ft/car length = 1.23 seconds to close that 5 car length gap. Can you get your foot off the gas and on the brake and stop your car under control in that amt of time if a red light runner T-bones the car in front of you in less than 1-1/4 seconds? The safer gap is a one second gap per 10 mph.
