U.S. Moves Against 3 Tied to Terror Group

The Treasury Department took action Monday to financially incapacitate three people living in Italy who are accused of providing support to an al-Qadia-linked terror group.

The department's action targets Ahmed El Bouhali, Faycal Boughanemi and Abdelkader Laagoub, which the United States contends have given financial and other support to the Moroccan Islamic Combatant Group, which has ties to al-Qaida.

Under the department's action, any assets belonging to the three individuals found in the United States must be blocked and Americans are forbidden from doing business with them.

The three are part of a terror cell in Cremona, Italy, that aims to carry out violent attacks in Italy, Morocco, Tunisia and other countries, the department alleged.

The department said Italian investigators confiscated instruction manuals on paramilitary activities belonging to El Bouhali. The manuals included information on building weapons, bombs and equipment for detecting government communications.

Boughanemi helped to plan and recruit people for terrorist attacks in Tunisia and conspired to carry out terror attacks in Italy, the department said. Laagoub helped form the Cremona terror cell in 1998 and headed it until February 2004, it said.

The three men have also been added to the U.N. sanctions list, the U.N. Security Council committee monitoring sanctions against al-Qaida and the Taliban announced Monday. U.N. sanctions requires all 191 U.N. member states to impose a travel ban and arms embargo against anyone on the list and to freeze their financial assets.
