I'm looking at the question from the perspective of Tim's concerns. I don't get why folks are making such a privacy or liberty distinction between getting a ticket from a camera cop vs. a human cop.

If there are no points, thus no penalty other than the fine, that mitigates some of the concern about making a "criminal" out of someone who wasn't actually driving. The car owner can just pay the fine, reclaim that cost from whoever was actually driving, and not loan his car to that person again. If the notice is delivered immediately, say within a week, the driver should be able to reconstruct who was driving. But since you don't know who was driving, I'm guessing that the notice wasn't timely. Of course, with an immediate family member, reclaiming the cost probably isn't an issue as it would be had you loaned your car to a friend. OTOH, you would probably be better able to remember the date and time you loaned your car to a friend.
