I would call Putin an *Authoritarian*... and think I'd be on pretty good grounds there, seeing as how he's now PERSONALLY APPOINTING all of their Governors (did away with elections for Governors) and his group CONTROLS all of the broadcast media and most major newspapers.

Kinda like the leaders in CHINA --- where their official policy is still "to get rich is glorious" (increasingly embracing Capitalist economic principles... slowly privatizing State-owned companies) but their STRONGEST desire seems to be to HANG ON TO POLITICAL POWER.

That mix of policies (China and Russia) sounds more like some sort of modern-day version of Fascism (but it's basically AUTHORITARIANISM):
