No, teachers' pay is low because most teachers are paid by the taxes of the public, and though much of the public has a problem with tenure, the public would have much more of a problem if they were paying teachers six figure salaries.

Most people I know who are going into teaching are doing so because they can't figure out what else to do with themselves. Teachers burn out quickly, and the average teacher remains a teacher for 2 years.
