Everything is already regulated...

Again with the same silly argument. It isn't true that regulations cover everything or that each thing is regulated to the greatest possible extent. And its not just that things could be marginally more regulated. As extensive as our regulatory system is things could be a lot worse. Maybe not without causing severe problems, but things could be worse.

you are fighting a battle that is long lost Don Quixote

The battle I am fighting here (to the extent that I am fighting any) is against a particularly intrusive increase in regulation, not to chop off 99% of all regulations or somehow return to a system that is no more regulated than things were in 1820. That might be considered to be tilting at windmills. Opposing your regulatory idea (or the one your supporting if you didn't make it up) is not. Its far from a slam dunk. In fact its almost impossible that anything like this will take effect in the near future, beyond the near future I suppose anything can happen, but I still think its not likely that something like your plan will become law in the next 20 years in the US.

One more regulation is like 1/100,000,000th change

If you consider them all to be equal maybe. Maybe there are 100 million regulations. Certainly seems like it sometimes. But your regulation would have far more impact than most. I terms of its impact it would be far more than 1 in 100 million.
