If you assign the cost to whom it belongs the numbers would be higher in support of your idea. The idea is worth discussing if you consider the cost factor as well as the ethics. Fair enough. I would say the operation cost lies with the woman. The remainder of the costs (bring the fetus to "birth", put the child in an orphanage) lies with the voters of the state because theydecided to ban abortion. If they state tax payers don't want to bear that cost, then they shouldn't be allowed to ban abortion. The R&D necessary to produce the Fetus Preservation Machine could be Federal Tax Dollars.
