Tom,
not really.. look to jamestown foundation and you will realize that while Mauretannia has become a new US ally, it was still quite an oppressive regime. The new leadership council at least charts a course towards democratic institutions - this is a new trajectory for Mauritannia.

But not uncommon for Africa these days. In fact, many former dictatorship recently changed their course towards a democratic society: Kenia, Madagascar etc..

Of course as an investor, whether I like the new development will largely depend on whether the new government tends to honour standing obligations and contracts. So far nothing seems to contradict this.
