O'Reilly very definitely downplays the way ID would or should be presented. He is acting as if it's an aside, an "oh by the way, some people people believe this" post script to an actual science lesson, and not an attempt to equate the two theories. UNfortunately, many people seem to believe this is a way to backdoor creationism into the science classroom, and the very insistence on its inclusion into the formal curriculum bears out that it is way more than an aside.

ID is metaphysical in nature, abstract and unprovable by the scientific method. Evolution is constantly under the microscope, and will either make it or not, but it has already stood the rigors of the method in many ways.
They are not the same kind of "theory".
He's right about teaching facts; the problem is that many people are incapable of differentiating between saying some people believe in ID, and presenting ID as a true "theory" which I don't think it is ( I am NOT a scientist and am relying on definitions I have read).

But I will withdraw from this because I really don't understand it enough to argue. I only know enough to have drawn some conclusions on my own. And after raising two children, and hearing some of the bizarre beliefs and teaching that they heard in public schools, I am hesitant to open this door to religion in the science room. O'Reilly has a talent for making something sound oh so innocent. In this case, I think he intentionally ignores the dangers because of his own beliefs.
