I agree with Hernando de Soto (love that name!) and strongly recommend his writing to anyone who wonders why the Third World is so far behind. First and foremost is the rule of law.

Growing up in Louisiana, I saw first hand how a corrupt system causes cynicism and lack of respect for law and the rights of others.

Take, as an example, C2, who posted this week that he speeds without fear, gets speeding tickets, but never a conviction.

That's South Louisiana in a nutshell.
