why should that individual be punished?

Because it fosters a general societal depreciation of respect for the law. When the "elite" break laws, everyone thinks that means that he can break them, too. Most people don't recognize a distinction between themselves and the elite. Most people either fail to consider that those laws exist for less competent drivers/cars or they perceive themselves just as able to handle the speed as you. They will simply copy-cat down to the lowest common denominator until the law becomes meaningless.

That doesn't mean you don't jaywalk when there is no traffic, only that you accept the penalty if one is assessed. You can and should appropriately try to change the law if it's a dumb one, IMO, but not argue for an exception for your special self.
