I disagree. I could choose to declare war upon the UK, as an Anglo-Roman conspiracy suppressing the Picts who are the rightful rulers of all Alba. I do not believe this would make it a war, no matter how horrific my actions in reprisal for the suppression of my ancestors. My stealthy but merciless slaughter of the occupying troops and their lickspittle lackeys would still be terrorism, despite my open declaration of hostility. However I can't be bothered to argue the semantics, if you care then just write it off as all IMO.
