No, a hypothesis is also required to conform to the known facts and be testable. You can't call just any speculation science (at least not accurately). As a rule of thumb, a hypothesis is the same as theory only it has not yet been tested, it is sort of a proposal for a test.

It's not usefull to force students to address every crackpot idea, there should be a minimum threshold of feasiblilty. "Intellegent design" does not meet any such threshold.
