Illegals are mainly competing with the recently illegals.

I think the answer is economic. The relative affluence of a low skilled worker (even an illegal one)in USA versus his counterpart in other countries is high. The relative affluence of a smart PhD (legal)in USA and his counterpart in Europe, Japan, or Korea is on par. The relative affluence of a smart PhD (illlegal)in USA is much lower than his counterpart in his country of origin, unless that country has completely collapsed.
