No real need to do that. There is no state or federal law in the country that makes such research illegal either directly or indirectly.

There is a need, if you support the work and its objectives. In this climate few truly capable researchers will devote the their time and resources (their career) to this science unless the policy has been settled and codified by law. Some legislator, every session, somewhere proposes a bill to criminalize the work.

By criminalize I mean a scientific researcher could be jailed for greater than one year, lose the right to vote, have to disclose a felony on future job applications, etc. See?
