The policy is settled and codified in to law. It isn't illegal. Passing a law saying "it is legal", doesn't prevent anyone from comming around later and passing another making it illegal. Nor is making it illegal at all likely in either NJ or on a national level. I doubt it would happen even in the most conservative states.
