Thanks for the link.

I had to laugh at this one...
I have joined as a co-sponsor of H.R. 303, the Retired Pay Restoration Act of 2005, which would end the Disabled Veterans Tax for any veteran with over 20 years of military service. This legislation would essentially restore full benefits to thousands of veterans in Colorado. I will continue to work with the Democratic leadership and my colleagues in the House to eliminate the Disabled Veterans Tax.

I know quite a bit about this issue as I was affected by it, and qualified for the extra money due to wounds and injuries received in combat.
This was the CRSC (Combat Related Special Compensation) Bill. It only affects military retirees and Congress passed it in..... 2003.

Added reference:
6/24/2003 - RANDOLPH AIR FORCE BASE, Texas (AFPN) -- Some military retirees will soon be receiving monthly payments for service-related health problems thanks to a provision of the 2003 National Defense Authorization Act.

Combat-related special compensation allows some disabled military retirees to collect payments for both their military service and their service-related disability.

Prior to this bill military retired pay was reduced by an amount equal to payments received by the VA. No other govt employee had their pay docked this way. The bill restored the full benefit for retirees with combat related and VA rated disabilities.
