The underground economy doesn't exist because of illegal aliens -- it exists because people don't want to have their financial transactions recorded. Men and women who are on the lam, or owe child support, or just hate keeping records and paying taxes. It's already illegal to not pay taxes, and it's even more illegal to not withhold taxes. Yet, the underground economy is estimated as at least $1 trillion in the US alone annually. What's one more broken law when 10% of the economy already breaks every law on the books and gets away with it?
