In a Ruined Country - How Yasir Arafat Destroyed Palestine It's a great article. I particularly liked the bits where Samuels describes how Westerners cannot wrap their head around the fact that the Palestinian Authority does not exist, no matter how many offices and statemanlike titles are created. There never was any intention to build a government. It was all one giant patronage and extortion scheme. The Security services were the only offices that existed at all, in any real sense. Everything else was done by personal application to Arafat.
