We've had this conversation ad nauseuem. Hardly makes sense to have it again. So long as education becomes a profit and loss center, there will be the usual incentives to cut costs. Less will flow to the work of teaching.

Competition, profit/loss works fine in the economy. It's destructive in other social realms--education, hospitals, the justice system, armies. You name it.
