Competition in the public educational sphere does not have to include profit/loss. As I have said before, the creation of a charter school in my town had all sorts of positive effects on the curriculum and disciplinary environment in the regular public elementary and middle schools. A monopoly has no incentive to shrink its administrative levels or number of personnel. The number of levels at AT&T when I joined in 1987, 3 years after divestiture, was amazing. Supervisor, department head, director, executive director, vp, executive vp....there were probably more. And it took years for them to wise up and slash the number of unnecessary levels and people.
