I think I look at this a little differently from you. I expect inhumanity in war. War is after all killing, and it is per se inhumane. We try to "sanitize" it by making up rules, to paint a veneer of "civilized" warfare over it, but when it comes right down to it, this activity is the same activity Attila engaged in; we've just tried to give it a more pleasing face. When you start a war you must accept that mistakes will be made, and that atrocities will occur- and I don't think you can always be certain of the scale of the atrocities before hand. People get carried away in war, and they lose the ability to analyze things the way humans, who are not at war, analyze them. When you loose the dogs of war you should be very sure your cause is important enough that whatever horrors you unleash in the war are worth it. I think there must be a very very VERY high standard for starting a war, because we cannot expect a war to be hygienic.
