I am totally stumped how a shut down of a refinery can raise the oil price?! But it is something I keep hearing in the media. Usually a reduction in demand lowers the price :) Stratfor too don't understand the difference between demand driven and supply driven price rises. But almost all the media and financial community doesn't get that.
