Moominoid Re: "media commentators" I think most of those types are doing good to make it to the TV studio every day without getting lost. <g> Now here you have lots of these young gals (and guys) that went straight from journalism school to the TV station soapbox without ever really doing a stint in the real world so how could you expect them to know much.

I know from working in chemical plants that "full capacity" was just a concept reserved for explaining to a customer why their order wasn't shipped yet. I am sure that in refining there is something similar at work. With plastics if you force things you have more quality problems and costs go up. Maybe a refinery has an optimum rate that is much below a possible peak rate. Just a guess.
