The feds use a lot of fuzzy contract types like time and materials, indefinite delivery/indefinite quantity, that are harder to pin down than whether a widget meets specs. I'm too far away from it to discuss the subject authoritatively but so much is now contracted out and it takes so long to do anything that accountability is not so simple.
