I leave to all the make whatever informed or mis-informed decisions they wish. The water is a very hostile and un-forgiving place. Recently there was a story, sadly about scouts where a scout, not wearing a life jacket was wave jumping in/on the bow of a charter boat in moderate waves. This was seen as a benign safe activity. The scout slipped overboard. The scout drowned. On my ship anyone out of the cockpit of the boat must don a life jacket. If the water temp is below 65 don a life jacket. If the wind is over 15 knots, life jacket. Youth take risks, youths on alchohol???
