It seems to me we are talking about very different situations: yours a small craft where life jackets should be required at all times, and any skipper drinking would be an obvious nono, and a cruise ship that is an enormous floating hotel with little real "water" risk unless it hits an iceberg.

I have sat at the Captain's table on several cruises and never once has one worn a life jacket, and they drink wine, too.

While we kept a close eye on the girls, we also noticed (and appreciated) how carefully the ship monitors 18 year olds. My husband and I believe that if they are old enough to go away to school, or to send to Iraq, they are old enough to learn to drink wine or have a cold one, which is why we were ok with it after high school at home although ours weren't very interested. However, we expected them to obey the law when outside the house regardless. Laws may be irrational or inconsistent, but they are, nonetheless, laws. (and Tx law said underage drinking with a parent is acceptable).
