I agree with you on a theoretical level (I hate government waste as much as the next guy), but that logic fails in this case. The NJ legislature is trying to lure scientists and establish an industry in the state -- by passing a seemingly useless law like this, they are sending out a message that NJ wants to encourage and support this research. I would think a scientist working in this area would prefer to work in this climate rather than in a less welcoming climate e.g. a state that has not addressed the issue at all but whose legislative history in other areas suggests that embryonic stem cell research may eventually be barred.
