Without the risk of defending the few thousand settlers, Israel could go back into Gaza and annihilate Hamas. Hamas still has the civilian population of Gaza as its human shield. Israel won't want to cause civilian casualties that any full scale invasion would cause - unless it has received some extreme provocation, which Hamas will be cautious about providing, imo.
