Vical investors, suspect VICL jump due to major deal by GenVec Inc with Warner Lambert for gene research. Announced yesterday, GenVec is getting $100 Million to jointly develop a gene therapy product to treat common cardiovascular diseases.

Guess the street looks at this as validation of gene therapy technology and promise.
