God allowed Hitler to be put in power. Satan is responsible for the action. God can see the beginning from the end. He allows Satan to do things that don't make sense to us. But I have Faith that it all works out of the good in the end. Who put Bush in power? I believe it was God because I believe that Saddam was controlled by Satan. Surely you have heard of his crimes against humanity. Why would Satan put a leader in power that would destroy one of his killing machines? Only time will reveal the entire thread. We aren't God and should not pass down final judgements. On a positive note at least we are getting down to the cause and effect behind the system.
