gasoline deliveries are all local max trip would be day delivery usually no over night. If someone had to drive that far most likely it is a distributor.

all drivers are investigated prior to any hiring. criminal records and credit usually checked and previous job experience. oil companies usually never hired a gasoline trucker without a few years of driving experience handling large rigs. It would be the exception that a driver without a clean driving record handling gasoline or large tankers would be hired. More likely someone who knows how to drive these rigs would hijack one at a diner, red light, unattended terminal or during the start of a delivery when the driver comes in and checks the tank inventories.
