I don't know what is actually meant by the term "vacant houses", but if it means available rentals, we certainly have a peak in that out here (N CA), along with falling rents, while at the same time the housing market to buy has not been affected according to the press. 12 years ago, you could easily buy a house here, lots of availability... but you COULD NOT rent. It was impossible to find a rental. Very strange, I don't know how to read it myself.
