Look, you're the one who said The President doesn't have to consult Congress before responding to an invasion or national emergency. See the Blockade Cases from the Civil War. When the President already has Congressional authorization to act, his powers are at their maximum. In the event of a terrorist attack on CONTUS again, do you really think Congress or the Court is going to quibble?

If you want to drop that conversational tidbit and go back to the original article, why even say the above?

The US has already had a terrorist attack. No?

If not, what are we talking about?
