I don't think suspension of habeas corpus is relevant to the discussion, really If you're getting all hot and sweaty about "martial law", which you certainly seem to be, sure it is. "Plenary" is a fancy word meaning "pretty much any damn well thing he pleases." So this has been a nice prance around the rosebush to get to something you already knew.
