Germany, though not so far a terror target

In the opening paragraph the writer, Richard Bernstein, sets the beginning time frame of this piece as the 1940s.

To follow that a coupla paragraphs later with the assertion that Germany has not been a terrorist target is just ridiculous.

Just how misinformed can reporters be?
