This has been happening for years on the border. A very good read, a chilling one, on the point is this book: amazon.com Ojinaga gave rise to Pablo Acosta, who was rumored to have carried out an affair with John Tower's niece, Mimi Webb. Also some CIA involvement as he supposedly agreed to keep an eye out for Libyan terrorists who were planning to use the Big Bend as an entry point to the US. Acosta was gunned down in Santa Elena, a tiny town which I used to go to from the Big Bend using a guy who would row me across the River for $5 as there was no bridge. After Acosta's death, Amado Carrillo took over. And he was HUGE and hugely ruthless. Nothing new. Cormac McCarthy has a magnificent new novel that deals with this--No Country for Old Men--which I highly recommend.
