I take your point on that. I agreed that the terrorists are more likely to use what they have than the Soviets were. Please consider my point. Whatever nuclear material the terrorists can get may net them one or a few dirty bombs. There's a big difference between a dirty bomb, which isn't even a nuclear explosion, and a nuclear missile, which makes a big hole and a mushroom cloud. And a gargantuan difference between one or a few dirty bombs and a whole arsenal of nuclear missiles aimed at every US city.
