I'm not sure hitting down with the face of the flashlight would be much more of a weapon that your fist alone, pinkie first, or dropping the flashlight, straightening our hand, and making it a karate chop.

At first it might seem like that, but you need to re-visualize it. When a cop holds the flashlight above his head, he holds it with the flash end coming out from his little fingers, not the from this thumb and forefinger. His hand is right behind the flash.

If he strikes down from that position, his hand reverses and the butt end of the flash is now in front. So he hits with the butt.
