My point was more that I think you are confusing Croatia and Bosnia. It was not very clear in late '92 what was happening in Bosnia and the ethnic cleansing came later.

I think but am not certain that was exactly what the Bush I administration said. But I recall a great deal of discussion, speeches in the Senate, etc. requesting intervention in Bosnia while Jim Baker was Sec of State. And, I'm reasonably certain, the arrogant one didn't stick around when the Clintons arrived.
