After reading the last post, I think we are failing to communicate here, John, and wonder what we could do to clear it up (and if its worth it ;-).

What I meant was that both the Croats and Bosnians were in deep trouble because there were arms embargoes in place. The Serbs basically had all the weapons left from Yugoslavia and ran roughshod over the two. Once the Croats managed to get around the embargo and sufficiently arm themselves to resist and press back the Serbs, the Serbs suddenly got very interested in negotiating.

Slovenia was able to go on its merry way without anyone giving it a hard time because they already had ample military supplies when they announced they were leaving.

I think the fact of the matter that the Serbs were just like your average neighborhood bully - if someone stood up to them they backed down. The real crimes in all this were really the arms embargoes - they didn't preserve the peace but guaranteed the wars.
