The Soviets were playing a game of Risk in order to gain and occupy as much real estate as they could. The goal was purely materialistic acquisitions. This would gain a greater number of seats at the table of global influence with the possibility of global dominance. The terrorists are not necessarily materialistic in their goals and they would be just as happy to blow up the table.
