The toll road is a revenue device. I think they take in much more than they need to pay for the roads in the first place and then continue charging tolls for maintenance. But they collect much more than what is needed for that. We had tolls on a bridge connecting Seattle with Bellevue and after paying for the cost of the bridge removed the toll. They do things a bit differently back east.
