Why doesn't Tierney of nyt identify that congress (democrats) voted for federal employees at airports because it would increase federal union members. In addition turn most of the employees into democrat votes. Unless the security went to federal jobs the bill would have been held up for ever regardless of public safety. it was only through compromise we got a few airports to be able to go with private security. It seems this report doesn't give us the background on the subject.
