CLinton had nothing to do with high gas prices. Under CLinton, the oil cartel knew it didn't have an ally in the WHite House so it bided its time, hoping and planning for the Bush-Cheney ticket to take power. Once they were nominated the massive gouging began, led by Enron, but joined by all of them including the Saudis.

CLinton was six months from leaving office then and even if he could have done something about it (deregulation protects energy thieves from federal scrutiny) it was too late. Bush-Cheney promised to jawbone OPEC to ring down prices, said we needed 1000 new power plants and said their energy expertise would save us from high prices. LIARS.
