I'm not in favor of the Babel theories, so I can't answer these more nuanced points. On the lighter side, some scientists of various flavors have actually proposed that the Basque's are descended from Neanderthals, primarily because the language is a total oddball. Unfortunately, some Neanderthal DNA has been found and sequenced, and it is distinctly non-human. Actually, IIRC, they were arguing for human/neanderthal mix. I kind of hoped something like that would pan out, just because I'd like to think they didn't all die out. Oh well..
