"Cheap junk" that is what I remember from my visits in the 80's. Some California investors were going there then and raving about how cheap the buildings were. But on a closer look we saw how cheaply and poorly built they were compared to So. California, which with all the earthquake requirements, were built pretty well.
I was also surprised at the low quality of the tenants back then.
