They wanted to be the Germany of the Middle East, Caucasus and Southwest Asian. An economic power house exporting to its neighbors...
Eventually by sheer economic power, and by creating a sphere of influence. Import electricity from Caucasus countries, provide technical assistance to Yemen, put some ships and subs and have military manoeuvers to make peace without foreign influence (which Saudi would love) and then pretty soon this thing could become mainstream like other parts of the world.
(The developments aren'timportant for us. It will for the likes of my experiment and Coco. The past always pay a visit the future, else there wasn't any need to study history)
Had the revolution of 1979 not ocurred, this project would have happen. To whom did the revolution benefit? It benefited the ones who would lose in case the project succeeded: THE EUROPEANS!!! France, Germany and the UK.
The revolution was concocted by the Europeans that didn't want the project to succeed. And all that to the detriment of the US!
Now if I would be invited to that ranch to eat a stake with Bush this summer here is what I would tell him to do:

And better! You'd get a grip in South Iraq, get access to more oil, get more business for the oil men and would sell a lot of stuff, like Boeings, G.E stuff, telecoms, high tech stuff...
You do a Kissinger. Fly, secretly, a guy (he's got to have a nice suit and real brains) to Tehran. Seat with the three guys who really matter. Write the plan -should not be longer than an A-4 page. He'll fly back.
The Israeli most likely will get intelligence on this and will torpedo the initiative, if they do. Hence it would be necessary to tell the Israeli. "Next week, if an earthquake happens in Iran, if a lightening strikes the meetings’ building, if a snake bites one of the guys, we'll come after you."

The US will pay back by drafting a plan to accommodate nuclear engineers who needs that chunk of the budget that will vanish if the nuclear facility grinds to a halt.
US will de-freeze Iranians assets in the US abroad and put pressure in Europe to do the same. (USD700bn is rumored.
Iran dismantles, disband and disarm the Revolutionary Guard.
The US will lift embargo in a three stage:
First on humanitarian goods: Hospitals and medical engineering, aircrafts, (as a present to G.E), food and drugs
Water supplies. Oil and gas.
Second on infrastructure (roads, harbors, airports (present for Bechtel). Electricity, telecoms. US will "bless" gas pipeline to India.
Third in "defense" gear, satellites
The stages will be: very time Iran does one step, the US does one in synch.
The US will assist Iran in creating the embryo of that sphere of influence by creating the CMCS Common Market of the Caucasus States.
(Just to make the Russians would get worried and would not 'torpedo' the plan, and join in)
The Iranians would see glory days (their 'destiny' will be full filled) ahead and would sign in.
Current President -and the other two guys- would imagine their names spoken, throughout the next centuries, like it's spoken today of Cyrius, Darius and Antaxerxes.
They'll see history.
Bush will come out as the president that hit two rabbits with a single stone.

Bush will enter -the walls will be painted new and the eagle seal will be restored- the Embassy and will make a speech under the cameras of CNN zoom in teary eyed Iranians, then pans to Jimmy Carter. (I will tell Bush he's got to be invited.)
Then the camera pans back to a group of Iranian young ladies dressed with a coat but wearing little underneath. Bush leads a couple of ex-diplomats an ex-detainee of the take over of the US embassy. He is interviewed. An ex-revolutionary guard begs for his forgiveness (actually he just wants to get a job as the tea boy since he knows the embassy inside out)
The ex-diplomat forgives him. (I have to work this part. It is sounding like a Mexican TV drama.)
Oil prices plummet. Gold plummet. USD rises against the Euro...
Emat will watch from wherever he is while thinking: This is the second time time I did it. First, 15 years ago, I sent my book, on a floopy to Frank Feathers and see how the world is today! Now I cook a return of the US and defused a potential calamity. I'm good!!
