Sure, there were indeed innumerable intelligence reports that an attack was likely. So, there's no doubt, at the very least, and giving the Bush Administration the benefit of the doubt, that they let it happen.

But I take an even more cynical view that terrorists could not have flown the planes in the manner they were, especially the one that hit WTC2 and also the Pentagon, both of which would have required a highly skilled pilot or else were radio-controlled. Further, terrorists could not have called off NORAD and prevented the scrambling of fighters the minute the various planes went off the radar which is absolutely standard practice. But most importantly, I am perfectly satisfied that explosives were used in WTC1, 2 and 7 in the manner of a controlled demolition and I can see no way to account for that other than by the whole exercise being an inside job.
