Clearly the tragic failure was not anticipated. The tactic of using experts on the ground to defeat and capture would lead to possible useful intelligence. JDAM bombs do not take prisoners. The tactics chosen do not with certainty point to what resources were available. After the loss of 8, the survival of 4 required tactics that made cummunications less robust. JDAM bombs do need robust communications.
